Unsupported continuous legacy collection changes POST

Continuous legacy collection changes have no Atomic equivalent and return operation_not_supported. Legacy collection history is archived offline; read exact Atomic Memory revisions through the Artifact API.

Create an asynchronous Artifact Dream POST

Matching idempotency keys return the original run before new-work admission. Active runs return 202; terminal runs return 200. A run creates at most one pending Candidate.
